Short answer

Set a target word count and pages are grouped so each output file stays close to that length, instead of splitting by a fixed number of pages regardless of how much is on them. Useful when pages vary a lot in density — a bundle of mixed short and long sections comes out in files of roughly equal reading length rather than roughly equal page count.

Why this one does not upload your file

Almost every free split a pdf by word count tool works by sending your document to a server, doing the work there, and sending a result back. That is a cost decision rather than a privacy one — server time costs money, which is why those tools meter you, ask for an account, or cap your file size.

This one runs the same work in your browser using JavaScript, so your file never travels anywhere. There is no upload step, no queue, no account, and no page limit — and the page keeps working if you disconnect from the internet partway through.

Straight answers

How is this different from the ordinary Split tool?
The ordinary Split tool cuts every fixed number of pages, regardless of how much text is on them — a dense 40-page report and a sparse 40-page slide deck get treated the same. This one groups by actual word count, so files come out closer to the same reading length.
What happens with a page far heavier than my target?
It still gets its own file rather than being forced to share, so no page is ever cut in half. Its file will simply run over your target.
What if there is no text to count?
A scanned document has no text layer, so pages cannot be grouped this way. Use the ordinary Split tool by page count instead.
How are the files named?
Each file is named with its position and its actual word count, such as part-002-1487w.pdf, so you can see at a glance how they were grouped.
